There is no limitation on who can call selectWinner. Generally to have an orderly predictable process, it would be better for it to be onlyOwner. But it becomes a much bigger issue because it allows any player to call the function at a time when they know they would win the drawing because they know the block.timestamp, block.difficulty, and their own address (the components of the "random" lottery) in advance.

There is a lack of predictability about when selectWinner will be called which is a bad experience for users. But also the entire drawing can be spoiled for everyone by players who figure out they can guarantee a win for themselves.
Use the onlyOwner modifier from the OZ Ownable contract for the selectWinner function
