Summary
The variable proposalPowerSnapshots is intended to keep track of the block numbers at which the proposals were submitted. The getter function getVotingPowerForProposal then retrieves the voting power for a user at that block number. Since the variable proposalPowerSnapshots cannot be set anywhere, these functions become useless.
