The constructor of BaseGauge contract assign incorrect value to the boostState.minBoost

Vulnerability Details

boostState.minBoost is incorrectly set to 1e18, which is not valid. The minBoost should be 1x or less than maxBoost, but in the constructor, it is set far too high.
