Summary
Totalvoting power can be different when distributing rewards and can be different when claiming the rewards which can cause unfair distribution of the rewards.

Now from above it is clear that even if the user didn't have any voting power when rewards were distributed he can earn the rewards by just having ve racc tokens after distribution of rewards. This calcualation of rewards if unfair to the users who had locked their raac tokens earlier when rewards were distributed. This calcualtion of rewards dilutes the rewards.
