Summary

Currently interest rates are not updated before setting prime rate to a new value. This leads to wrong interest rates.

Following is how a new prime rate is set using RAACPrimeRateOracle.sol

As can be seen from above that rateData.primeRate is set to new value and then updateInterestRatesAndLiquidity(reserve, rateData, 0, 0) function call is made

Correct way should be to use the old prime rate till now and update the interest rates according to that and then set the new prime rate after that.
