Summary
The StabilityPool.liquidateBorrower() function covers user's debt. However, it uses stale usageIndex while calculating user debt and the liquidation could be reverted.
Vulnerability Details
The StabilityPool.liquidateBorrower() function calculates the amount of user debt by invoking lendingPool.getUserDebt(userAddress).

The lendingPool.getUserDebt(userAddress) function returns normalized amount of debt, by multiplying user.scaledDebtBalance by reserve.usageIndex. However, reserve.usageIndex is stale value and is not real usageIndex at current block.timestamp. Therefore, it will return fewer user debt.
In LendingPool.finalizeLiquidation() function, it calculates userDebt with correct current reserve.usageIndexand this value will be larger than userDebt which retrieves from StabilityPool.liquidateBorrower().
Therefore, amountScaled > userDebt and IERC20(reserve.reserveAssetAddress).safeTransferFrom(msg.sender, reserve.reserveRTokenAddress, amountScaled) will be reverted and liquidation fails.
