amount_raised is only ever increased, never decreased by withdraw or refund. Impact: the counter permanently overstates the balance, and after the first payout the campaign can never pay out againamount_raised is the program's record of what a campaign currently holds, and withdraw uses it to decide how many lamports to move. For that to be correct it must go down whenever lamports leave the fund.
