set_deadline never sets dealine_set — deadline can be changed indefinitely, creator can lock refunds forever

Description

set_deadline (programs/rustfund/src/lib.rs) reads fund.dealine_set to reject repeated calls but never writes it to true. The guard is dead code; the function can be called any number of times:

fund_create initializes dealine_set = false and no instruction ever changes it.

Risk

Impact: Highrefund requires the deadline to have passed. The creator can keep moving the deadline into the future forever, so contributors can never refund, while the creator can withdraw at any time. It also lets the creator re-open contributions after a deadline has passed. Contributors' funds are locked at the creator's discretion; reversible only by the creator.

Likelihood: Medium — requires a malicious or careless creator, but needs nothing else: one ordinary set_deadline call per extension.
