it seems no code implement this logic, maybe all these operations were done by Ivan manually. But maybe there are situations which missing some friends before achieved the max players.
As the Organizer, Ivan will give priority approval to him and his other 15 friends. He will then approve some of the remaining registered Users until the maximum number is filled. Ivan and all 15 of his friends will register.
