Current implmentation won't work with fees on transfer / rebasing tokens

Summary

In the readme of the contest it is clearly written that the protocol intends to work with every erc20 standard token but according to current implementation it won't work with fees on transfer tokens.

Vulnerability Details

Following is _transfer function which plays an important part in transferring tokens expecially when tokens are transferred into the protocol using the till in function in token manager

Now as can be seen how to and from balance is strictly checked so if the token is fees on transfer it will not transfer exact amount thus these checks will fail and thus the protocol will not work with fees on transfer tokens.

Valid medium, there are disruptions to the ability to take market actions. The following functions will be disrupted without the possibiliy of reaching settlement, since the respective offers cannot be created/listed regardless of mode when transferring collateral token required to the CapitalPool contract or when refunding token from user to capital pool during relisting.
